Why Does Saren Look Like That?

I've always felt my biggest problem with Saren as a villain in Mass Effect is simply his design. He's actually quite a tragic backstory, he was a Spectre of the council and a respected hero amongst his own people who was slowly corrupted and tricked into working with the Reapers. Yet none of that means anything because as soon as this guy's face pops up on screen you think to yourself "hello bad guy". Which is why I have to ask, why does Saren look like that? If you wanted to make his tragic story more effective then have him look more normal, to insinuate that what happened to him can happen to anyone. Having him look like an obvious villain just means it's even more ridiculous that anyone would have ever let their guard down around this guy. But even more so it just doesn't anatomically make sense, Saren is a Turian, and no other Turian looks like that. The biggest change that we see from Turian to Turian is the colour of their skin, but for the most part they look fairly similar. Saren looks absolutely nothing like a Turian so what's the explanation here? Do other Turians look like this? Why haven't we seen any? Is it some kind of facial disfiguration? What's the explanation here people!?
